The International Olympic Committee has declined to investigate FIFA president Gianni Infantino following a formal complaint by human rights organisation FairSquare. The IOC ruled that the matter falls outside its jurisdiction, citing that governance decisions of international sports federations do not fall under the committee's ethics code.
FairSquare filed the complaint after Donald Trump publicly revealed he had contacted Infantino during the World Cup to request reconsideration of a red card issued to American striker Folarin Balogun. The complaint alleged that Infantino breached the Olympic Charter by failing to maintain political neutrality through his explicit statements and displays of support for the American president.
The Balogun Suspension and Trump's Intervention
Balogun was sent off in the United States' 2-0 victory over Bosnia and Herzegovina, facing a one-match suspension that would have kept him out of the round-of-16 clash against Belgium. Trump's phone call to Infantino sought to overturn this decision. FIFA subsequently suspended the one-match ban for 12 months, citing a clause permitting penalty suspension but offering no detailed public justification. Balogun ultimately played in the 4-1 defeat to Belgium.
The controversial intervention raised questions about FIFA's regulatory independence. Infantino has served as an IOC member since 2020, binding him to Article Two of the Olympic Charter, which explicitly prohibits members from accepting instructions from governments or other entities that would compromise their autonomy. However, the IOC determined this concern belonged outside its ethical review process.
Growing Regulatory Pressure
The IOC's decision arrived one day after the Norwegian Football Federation announced it was preparing its own formal complaint to FIFA's ethics committee regarding the Balogun ban suspension. This separate action signals broader international football governance bodies are scrutinising FIFA's handling of the incident. The accumulating pressure reflects ongoing tensions between national football authorities and FIFA's executive leadership over transparency in disciplinary matters.
As FIFA faces increased external oversight on administrative decisions and political relationships, the outcome of Norway's complaint to FIFA's own ethics committee may prove more significant than the IOC's procedural dismissal. The case highlights persistent challenges in maintaining regulatory independence within international sports governance when powerful political figures intervene directly in sporting outcomes.
