Spain's Interior Ministry has launched formal disciplinary proceedings against National Police officers following allegations of excessive force against a minor Barcelona supporter at Elche's Martinez Valero stadium on 23 August. Interior Minister Fernando Grande-Marlaska announced the urgent investigation during parliamentary questioning, stating the police conduct was "unjustified in any way whatsoever."
The incident occurred before the Barcelona versus Elche match when officers detained the young fan for carrying an Estelada flag, the symbol of Catalan independence. Grande-Marlaska emphasised that the use of force was disproportionate regardless of the flag's legitimacy as a cultural and political symbol. A preliminary internal inquiry concluded the matter requires formal review to determine whether the actions constitute a serious or very serious disciplinary offence under Spanish police regulations.
Barcelona Club Condemns Excessive Force
Barcelona president Joan Laporta publicly denounced the police conduct as "disproportionate and violent," disconnected entirely from principles of freedom of expression. The club issued a forceful statement condemning the "excessive and unjustified use of force" against its supporters. Prominent Barcelona figures, including midfielder Gavi, rallied behind the victim and his family in a show of solidarity.
A separate incident reported by a Junts party deputy involved similar flag-related policing in Alcorcon, Madrid, the previous Sunday. However, Grande-Marlaska distinguished that case as having "entirely different and distinct" circumstances from the Elche incident. The Barcelona case has resonated across Spanish society, raising broader questions about proportionality in police responses during sporting events and the protection of regional symbols protected under Spanish constitutional law.
